Job Description / Duties

Under the general guidance and direction of the Director of Culture, the Supervisor of Culture, (Programming) position is responsible for assessing the programming needs of the City of Barrie’s cultural arts sector to ensure the current and future needs of the community are met and to identify opportunities to attract tourists and new residents. Specifically, this position is responsible for implementing and supervising the operation of cultural arts programs and initiatives; liaising with various stakeholders to create opportunities for citizen engagement and to attract talent and/or new businesses; marketing the rich cultural and creative experiences that are available within the City; and promoting the City as a destination for cultural and other attractions. Overall, this position plays an integral role in maintaining the City’s reputation as a cultural and creative City and ensures the City’s strategic objective to nurture culture as a key economic driver is achieved and maintained by implementing cultural arts programs that showcase Barrie locally, nationally and internationally.

Qualifications / Required Skills

Applicants must have:

Key Qualifications:

Education (degree/diploma/certifications)
• Four (4) year University Degree in Theatre, Music, Fine Arts, Literature, Performance Production, Cultural Studies, Arts and Contemporary Studies and/or related discipline or approved equivalent combination of demonstrated education and experience
• Master of Arts Degree in Art History, Theatre, Music, Visual Arts, Fine Arts, Cultural Studies and/or related discipline is preferred
• Three (3) courses from an accredited association, organization and/or institution in the following disciplines(is preferred):
o Business Administration
o Planning
o Marketing
• Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle to use on corporate business
Experience
• Five (5) years of demonstrated related experience in an arts and culture work environment including two (2) years of supervisory/leadership experience Seven (7) years of progressive demonstrated related experience in a municipal arts and culture work environment including four (4) years of supervisory experience is preferred.
• Demonstrated experience developing, planning and coordinating cultural arts programs;
• Demonstrated experience in performance production
• Demonstrated experience in contract negotiation and administration; fundraising; and marketing and promotion of cultural arts programs
• Demonstrated experience working with performing artists and visual artists

Knowledge/Skill/Ability
• General knowledge and understanding of the following:
o Municipal Act
o Occupational Health and Safety Act
• Working knowledge of management principles, labour relations principles, collective agreement administration, and contemporary management practices
• Working knowledge of various art disciplines and cultural practices
• Working knowledge of event infrastructure, including sound, lighting, staging and related functions
• Working knowledge of principles, practices and procedures for planning, implementing, managing and evaluating cultural arts programs, events and festivals
• Working knowledge of marketing, promotion and fundraising principles, strategies and techniques
• Demonstrated ability to develop, coordinate, and administer cultural arts programs
• Demonstrated ability to plan, direct and integrate broad, comprehensive cultural arts programs and initiatives
• Demonstrated ability to:
o align Branch programs with departmental and corporate goals/objectives;
o analyze complex issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action
o build strong and enthusiastic staff teams and external alliances/partnerships;
o champion the mission and values of the City
o conduct research, prepare reports, and deliver presentations
o develop, promote and maintain effective and collaborative liaison with City employees, external agencies, government agencies, the general public, cultural arts community, consultants/contractors and other stakeholders
o exercise discretion and judgment when handling politically sensitive information
o lead and inspire innovation and the adoption of best practices;
o lead, coach, mentor and support staff;
o maintain a high standard of public relations at all times;
o manage projects within set timelines and budgetary restraints while setting clear objectives and outcomes
o think and act strategically in a political and community service environment
• Excellent interpersonal skills to communicate effectively with the general public, community groups, artists, performers, producers, media and other stakeholders in a positive, courteous and respectful manner
• Excellent project/time management, analytical, report-writing, presentation, communication (written and verbal), collaboration, facilitation, negotiation, problem solving, staff leadership, and supervisory skills
• Proven business acumen
• Proven budget development, preparation, and management skills
• Computer literacy utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), database software, GIS, and the Internet
• Availability to attend evening and/or weekend meetings and/or to work outside of designated normal hours per week to respond to after-hours emergencies/inquiries or to attend special events

Salary: $74,000 to $90,000 per year
